The Tribal Law and Policy Institute (TLPI), along with our training and technical assistance partners – the Tribal Judicial Institute (TJI), and National American Indian Court Judges Association (NAICJA) present an upcoming webinar: Motivational Interviewing for Peacemaking presented by Hon. Carrie Garrow.


About the Webinar:

Judicial interaction with participants is a critical component of participants’ success. Motivational interviewing, created by William Miller and Stephen Rollnick, is a method of communication and designed to help people explore and resolve ambivalence about changing behaviors. It is frequently used by counselors and probation officers. However, it is also an important tool that Peacemakers can utilize as a communication technique. This workshop will give an overview of the basic principles of motivational interviewing and through the use of role-playing scenarios demonstrate how Peacemakers can put it into practice.

Carrie Garrow, J.D., M.P.A., received her undergraduate degree from Dartmouth College, her law degree from Stanford Law School, and a master’s in public policy from the Kennedy School of Government at Harvard University. She is admitted to the State Bar of California. Judge Garrow has worked as a Visiting Assistant Professor and as the Executive Director of the Center for Indigenous Law, Governance & Citizenship at Syracuse University College of Law. She has served as a legal advisor for the Seneca Nation of Indians Court of Appeals, the Chief Judge of the Saint Regis Mohawk Tribe’s Appellate Court, and as a deputy district attorney in Riverside County, California. Judge Garrow was elected as Chief Judge of the Saint Regis Mohawk Tribe (SRMT) in 2016.

As Chief Judge, she oversees the administration of the SRMT Court, works with the SRMT Tribal Council on expanding the Court’s jurisdiction, hears civil cases, and leads the Healing to Wellness Court. Judge Garrow also serves as an Associate Justice for the Penobscot Nation, and is also a consultant with the Tribal Law and Policy Institute (TLPI) and has had the opportunity to travel to numerous Indian nations to provide training to Tribal courts. She has co-authored Tribal Criminal Law and Procedure (2nd edition) with Sarah Deer, in addition to writing several articles on Tribal law and governance.
