The Local Law Enforcement Grants for Enforcement of Cybercrimes Program (Cybercrimes Enforcement Program) supports efforts by States, Indian Tribes, and units of local government to prevent, enforce, and prosecute cybercrimes against individuals with a focus on adult and young adult cybercrime victims. Cybercrimes against individuals are defined as criminal offenses that involve the use of a computer to harass, threaten, stalk, extort, coerce, cause fear to, or intimidate an individual, or without consent distribute intimate images of an adult, except that use of a computer need not be an element of the offense. (See 34 U.S.C. § 30107(a)(2)). Cybercrimes against individuals do not include the use of a computer to cause harm to a commercial entity, government agency or nonnatural person. Note: The term computer includes a computer network and an interactive electronic device.

The Demonstration Program on Trauma-Informed, Victim-Centered Training for Law Enforcement on Domestic Violence, Dating Violence, Sexual Assault, and Stalking (Abby Honold Program) (Assistance Listing Number #16.058) supports efforts to improve law enforcement’s response to allegations of domestic violence, dating violence, sexual assault, and stalking from the time of a victim’s initial report throughout the entire investigation, and to promote the efforts of law enforcement in improving the response to these crimes. Note that in Fiscal Year (FY) 2025, the Abby Honold Program will only support projects addressing responses to allegations of sexual assault. The Abby Honold Program awards grants to law enforcement agencies to train officers to conduct trauma informed and victim-centered investigations, with the goal of incorporating trauma-informed techniques designed to prevent re-traumatization of the victim and to increase communication between victims and law enforcement as well as stakeholders in a coordinated community response. This program’s purpose is also to evaluate the effectiveness of the training.

The Administration for Children and Families (ACF), Administration for Native Americans (ANA) announces the availability of Fiscal Year (FY) 2025 funds for community-based projects for the Social and Economic Development Strategies-Alaska (SEDS-AK) program.SEDS-AK is designed to provide targeted support for Village-specific projects to improve and enhance the core capacity of Alaska Native Village governments, who are central to fulfilling social and economic self-sufficiency in Alaska. This program promotes economic and social self-sufficiency for Alaska Natives and is intended to respond to the unique governmental structures and needs in Alaska. The SEDS-AK supports the principle that social and economic development is interrelated and essential for the growth of thriving Native communities. ANA is interested in supporting community-driven projects that build and strengthen core governmental capacity in the areas of administration and project management at the Alaska Native Village level.

The Training and Services to End Abuse in Later Life Program (Abuse in Later Life Program) (Assistance Listing # 16.528) supports a comprehensive approach to addressing abuse in later life, including domestic violence, dating violence, sexual assault, stalking, neglect, abandonment, economic abuse, or willful harm committed against victims who are 50 years of age or older (hereinafter “older victims”). Applicants eligible to apply for this program are States; Units of local government; Tribal governments or Tribal organizations; Population specific organizations; Victim service providers; and State, Tribal, or territorial domestic violence or sexual assault coalitions.

The Grants to Engage Men and Youth in Preventing Domestic Violence, Dating Violence, Sexual Assault, and Stalking Program (EM Program) is one of two NOFOs issued under the Consolidated Youth and Engaging Men (CYEM) Program. The purpose of the EM Program is to engage men and youth in preventing domestic violence, dating violence, sexual assault, and stalking. Entities that are eligible to apply are: Units of local government (e.g., city, county), Agencies of a unit of local government (e.g., Police Department, Department of Parks and Recreation), Nonprofit, nongovernmental entities, Indian Tribal governments, Tribal organizations, Victim service providers, and Faith-based organizations.

The Rural Domestic Violence, Dating Violence, Sexual Assault, and Stalking Program (Rural Program) enhances the safety of rural victims of sexual assault, domestic violence, dating violence, and stalking by supporting projects uniquely designed to address and prevent these crimes in rural areas. This program supports cooperative efforts among law enforcement officers, prosecutors, victim service providers, and other related parties to investigate and prosecute sexual assault, domestic violence, dating violence, and stalking; treatment, advocacy, counseling, legal assistance, or other victim services for victims in rural communities; or programs addressing sexual assault. Eligible entities applicants are states and territories, Indian Tribes, local governments, and nonprofit (public or private) entities, including Tribal nonprofit organizations.

The Grants to Prevent and Respond to Domestic Violence, Dating Violence, Sexual Assault, Stalking, and Sex Trafficking Against Children and Youth Program (Children and Youth Program) supports comprehensive, community-based efforts to develop or expand prevention, intervention, treatment, and response strategies to address the needs of children and youth (ages 0-24) impacted by domestic violence, dating violence, sexual assault, stalking, and sex trafficking.

The Office of Community Oriented Policing Services (COPS Office) within the Office of Justice Programs at the U.S. Department of Justice announced its Fiscal Year 2025 COPS Hiring Program (CHP) (NOFO). The Fiscal Year 2025 COPS Hiring Program (CHP) is a competitive award program designed to provide funding directly to law enforcement agencies to hire and/or rehire additional career law enforcement officers in an effort to increase their community policing capacity and crime prevention efforts.

Anticipated outcomes of the CHP program awards include engagement in planned community partnerships, implementation of projects to analyze and assess problems, implementation of changes to personnel and agency management in support of community policing, and increased capacity of agency to engage in community policing activities.
 
State and local governmental entities must comply with 8 U.S.C. §1373, which provides that State and local government entities may not prohibit, or in any way restrict, any government entity or official from sending to, receiving from, maintaining, or exchanging information regarding citizenship or immigration status, lawful or unlawful, of any individual with components of the U.S. Department of Homeland Security or any other federal, state or local government entity. This includes any prohibitions or restrictions imposed or established by a State or local government entity or official. There is $156.6 million in funding available through FY 2025 CHP. Each award will support up to 75 percent of an officer or deputy entry-level salaries and fringe benefits for three years within a five-year period of performance to accommodate time needed for recruitment and hiring.

There is a minimum 25 percent local cash match (cost share) requirement, unless a waiver is approved. The maximum federal share per officer position is $125,000 over the three-year period, (not $125,00 per year) unless a local match waiver is approved. Any additional costs for higher than entry-level salaries and fringe benefits will be the responsibility of the recipient agency.

Applicants may request up to 2 percent of the federal award amount for direct costs associated with administering the award.

The Tribal Governments Program assists Tribal governments (or their authorized designees) or Tribal consortia to respond to domestic violence, dating violence, sexual assault, sex trafficking, and stalking in Tribal communities. There are two application options for applicants to choose from in responding to this NOFO. Applicants must choose only one application option.

Who Can Apply? 

Eligible applicants include Indian Tribal governments, Tribal designees, and Tribal consortia. Additional eligibility criteria may apply based on the application type chosen. Information about application types is provided below. 

Non-competitive Continuation: All current Tribal Governments Program grantees with an open award as of June 26, 2025, except for those that received an FY 2024 award or a 36-month award in FY 2023, are eligible to apply for a 36-month non-competitive continuation award. These awards range between $400,000 to $1 million and are for 36 months. 

Strengthening Tribal Advocacy Responses Track (START): START is a special process to apply for funding that is focused on Tribal governments (or their designees) that have never, or not recently, received funding through the Tribal Governments Program. Tribal Governments START grantees will focus on capacity building early in the project and will receive additional training, technical assistance, and support. These awards range between $400,000 to $1 million.

Application Assistance 


This program provides affordable funding to develop essential community facilities in rural areas. An essential community facility is defined as a facility that provides an essential service to the local community for the orderly development of the community in a primarily rural area, and does not include private, commercial or business undertakings. Rural areas including cities, villages, townships and towns including Federally Recognized Tribal Lands with no more than 20,000 residents according to the latest U.S. Census Data are eligible for this program. Funds can be used to purchase, construct, and / or improve essential community facilities, purchase equipment and pay related project expenses.Examples of essential community facilities include:

  • Health care facilities such as hospitals, medical clinics, dental clinics, nursing homes or assisted living facilities
  • Public facilities such as town halls, courthouses, airport hangars or street improvements
  • Community support services such as child care centers, community centers, fairgrounds or transitional housing
  • Public safety services such as fire departments, police stations, prisons, police vehicles, fire trucks, public works vehicles or equipment
  • Educational services such as museums, libraries or private schools
  • Utility services such as telemedicine or distance learning equipment
  • Local food systems such as community gardens, food pantries, community kitchens, food banks, food hubs or greenhouses

The Bureau of Justice Assistance (BJA) within the Office of Justice Programs at the U.S. Department of Justice announced its Veterans Treatment Court Discretionary Grant Program Notice of Funding Opportunity (NOFO). This funding opportunity seeks to assist states, state courts, local courts, units of local government, and federally recognized Indian tribal governments to plan, implement, and enhance the operations of veterans treatment courts (VTCs), including service coordination, fidelity to the VTC model, and recovery support services.

The OVW Transitional Housing Assistance Grants for Victims of Domestic Violence, Dating Violence, Sexual Assault, and Stalking Program (OVW Transitional Housing Assistance Grant Program) funds transitional housing and support services for victims who are homeless or in need of transitional housing or other housing assistance as a result of a situation of domestic violence, dating violence, sexual assault, or stalking.

Eligible applicants are Tribal, state, and local governments and organizations with a documented history of effective work concerning domestic violence, dating violence, sexual assault, or stalking.

This Coordinated Tribal Assistance Solicitation (CTAS) funding opportunity seeks to provide funding to improve public safety and victim services in tribal communities. This funding opportunity seeks to support training and technical assistance to state courts, local courts, units of local government, and federally recognized Tribal governments that will build their capacity to develop, maintain, and enhance family treatment courts (FTCs) to more effectively address the needs of parents, children, and families affected by a substance use and/or co-occurring mental health disorder. Additionally, the funding aims to enhance access to evidence-based prevention and treatment services as communities develop and implement coordinated substance use intervention programs.

The initial ELSI award includes a planning phase during which recipients engage in ongoing training and technical assistance to set up a legal department in the organization. Continuation funds support the direct legal services provided by the legal department established during the planning phase. Adult treatment courts effectively integrate evidence-based substance use disorder treatment, mandatory drug testing, incentives and sanctions, and transitional services in judicially supervised criminal court settings that have jurisdiction over persons with substance use disorder treatment needs to reduce recidivism, increase access to treatment and recovery support, and prevent overdose.
