Eligibility: Indian tribal governments with jurisdiction over Indian Country.

1. Strengthen tribal criminal justice systems in exercising special domestic violence criminal jurisdiction.

2. Provide indigent criminal defendants with defense counsel.

3. Ensure that jurors are summoned, selected, and instructed in a manner consistent with applicable requirements.

4. Accord victim rights to victims of domestic violence, dating violence, and protection order violations.
