This grant intends to expand legal representation available to victims of domestic violence, dating violence, sexual assault, or stalking by funding organizations with a history of providing direct services to victims of these crimes, but that do not currently offer in-house legal representation for victims. The initial ELSI award includes a planning phase during which recipients engage in ongoing training and technical assistance to set up a legal department in the organization. Continuation funds support the direct legal services provided by the legal department established during the planning phase. Eligible applicants include Tribal governments; Tribal Consortia, Tribal organizations; Tribal nonprofit organizations, and territorial organizations. and private nonprofit entities.
With this solicitation, the Bureau of Justice Assistance (BJA) seeks to support efforts by state, local, and tribal law enforcement and prosecution agencies and their partners in conducting outreach, educating practitioners and the public, enhancing victim reporting tools, and investigating and prosecuting hate crimes committed on the basis of a victim’s perceived or actual race, color, religion, national origin, sexual orientation, gender, gender identity, or disability.
